GLOSSARY |

The Revised Deposit Plan includes a number of terms that are felt to require further clarification, as follows: |

Biodiversity Action Plan |
A plan that seeks to improve the range and provision of habitats within an area |
|
Brownfield Land |
Land that has been previously developed in accordance with the definition set out in Annex C of Planning Policy Guidance Note 3: Housing (PPG3) |
|
'Call In' |
A term referring to the Secretary of State's powers to require local planning authorities to refer planning applications for his consideration and possible determination |
|
Derby and Derbyshire Joint Structure Plan |
The strategic planning policy framework for Derby and Derbyshire up to 2011, prepared jointly by Derbyshire County Council and Derby City Council |
|
Development |
Defined by Section 55 of the Town and Country Planning Act (1990) as "the carrying out of building, engineering, mining or other operation in, on, over or under land, or the making of any material change in the use of any building or other land" |
|
East Midlands Development Agency |
One of nine Regional Development Agencies in England set up by the Government to bring a regional focus to economic development |
|
Environment Agency |
A Government agency with legal duties to protect the environment, particularly in relation to the use and management of rivers and other watercourses |
|
English Heritage |
A Government agency with duties to advise the Government on the historic environment |
|
Environmental Impact Assessment |
A study undertaken by applicants for planning permission to identify any impacts of development on the environment, at the earliest possible stage in the planning process |
|
Green Belt |
Areas of land protected from most forms of development in order to maintain their openness and prevent the merging and sprawl of built up areas |
|
Greenfield Land |
Land that has never previously been developed, including land for agricultural purposes |
|
Local Environment Agency Action Plan (LEAP) |
Plans prepared by the Environment Agency in relation to River Catchment Areas |
|
Multi-User Route |
A route designed for use jointly by cyclists, pedestrians (and possibly horseriders) |
|
National Land Use Database |
A national register of previously developed land |
|
Permitted Development |
Development which would not normally require planning permission in line with the provisions of the Town & Country Planning (General Permitted Development) Order 1995 |

Planning Policy Guidance Note/Planning Policy Statement |
A document prepared by the Government setting out national planning policy advice |
|
Regional Planning Guidance for the East Midlands |
Policy guidance prepared by the East Midlands Regional Local Government Association (EMRLGA), in consultation with the Government Office for the East Midlands (GOEM), to guide spatial development in the East Midlands region |
|
Scheduled Ancient Monument |
A sites, buildings or other structure identified as being of national importance by the Secretary of State under the Ancient Monuments and Archaeological Areas Act 1979 and afforded statutory protection under this legislation |
|
Site of Special Scientific Interest (SSSI) |
A site designated by English Nature as being of national importance for nature conservation |
|
Supplementary Planning Guidance |
A document setting out advice on specific topics or planning issues to support a policy or policies in a development plan |
